Those Who Rule Tactical RPG

The showcase that kicked off TurnBasedThursdayFest delivered plenty of major announcements, and among them was certainly the reveal of the new chapter of the excellent SRPG Those Who Rule.

Those Who Rule

Eldin Turulja has officially revealed Those Who Rule 2 with the sequel heading to PC and currently listed with a release date that is still to be announced. The new project builds on the foundation of the first game, which launched on January 27, 2025, and shifts the series into what the developer describes as a gritty, Balkan-inspired fantasy setting centered on a fractured nation, political collapse, and the cost of holding a country together.

This follow-up looks like it is doubling down on the kind of turn-based tactics that made the original stand out. Battles are built around strict positioning, zones of control, flanking, and terrain use, with the added wrinkle of chaining abilities to squeeze extra actions out of a turn.

Character building also seems far more ambitious this time. Those Who Rule 2 promises 20 recruitable heroes, 46 branching classes, and more than 200 abilities, alongside an expertise system that allows cross-class ability combinations.

One of the interesting new features is the ability to spare enemies, which allows players to recruit as customizable recruits, suggesting a campaign loop where roster growth is tied not just to story beats but also to battlefield decisions and post-battle squad planning.

The story pitch leans into heavier themes. Rather than framing the conflict around a simple good-versus-evil war, the game is built around nationalism, identity, belief, and unity, with player choices shaping alliances, missions, and the version of the nation that ultimately survives.

For players who enjoy tactical RPGs with political friction and long-term decision making, this looks like a sequel aiming for a broader strategic and narrative scope than the first entry.

At the moment, Those Who Rule 2 is confirmed for PC via Steam as a single-player release, with support listed for English plus nine additional languages. No launch window has been announced yet, but the store page is already live for wishlisting.
