In this article, you will not find games that emphasize the Strategy Layers’ such as Warhammer Chaos Gate – Daemonhunters, Songs of Conquest, or the freshly released Age of Wonders 4. There are many of them so I will dedicate a list soon. Let’s start with the top 20 tactical RPGs of the last two years on PC and Consoles.
TROUBLESHOOTER: Abandoned Children

Fire Emblem Engage

The only I would disagree with is Midnight Suns. I did have fun with it. But the longer you play the more you see the cracks. Reporting dialogue. Inconsistent voice acting (the characters without popular movie counterparts seemed to have better voice acting. Freedom and less imitation?).
I can’t say it doesn’t belong on the list, but I would say it’s the weakest one you mentioned for me.
